News of “RI AI & MG” “The Future of the Kaliningrad Area Belongs to «Smart Economy»”

 

In the middle of the last century, the best scientists of the country were coming to Siberia; thus powerful scientific centers were formed. Now it is time when Siberians support science in other areas of the country.

 

Kaliningrad is also being enriched by the scientists from behind the Urals. Last year, at the invitation of the regional government, 30 mathematicians came to Immanuel Kant Baltic Federal University from the Tyumen and Novosibirsk Areas and formed the backbone of Research Institute of Applied Informatics and Mathematical Geophysics of Immanuel Kant Baltic Federal University staff. 15 more specialists are joining the Institute soon.

 

Innovative Imperative

“We all came from The Siberian Branch of the Russian Academy of Sciences,” says the Director of the Research Institute – professor Gennady N. Erokhin, “Our sphere is Applied Mathematics and Informatics. Estimates which we make are used in various fields. They can be applied to make harvest forecast, monitor the forests from Space,    detect the seats of fire, oil spills at sea. Moreover, geologic exploration of new oil deposits relies mostly upon on basic mathematical methods”.

 

According to Gennady Erokhin, he and his colleagues gladly accepted the invitation to move to Kaliningrad.

 

“Perspective is essential for a scientist, says Gennady Erokhin, “And we have it here. It is evident that the Kaliningrad Area is targeted towards developing modern technologies. There is no other way for the Area. There is now much natural

resources and there are only few large industries. Your countryman Immanuel Kant invented the term «categorical imperative» in his day. Imperative is, to put it in simpler words, instruction. And I think that «innovative imperative» is of relevance for the Kaliningrad Area. Advantageous geographical location «instructs» its residents to develop science, create «smart economy»”.

 

And qualified specialists are needed for that. And Gennady Nikolaevich knows how to provide the Area with them.

 

“There is an idea of founding a physics and mathematics school for gifted children”, says the scientist. “which would be similar to  Novosibirsk Specialized Physics and Mathematics School. The level of education will allow its graduates to enter any university. And children from other Areas of the Russian Federation and neighboring countries will come to study there. Due to the fact that the Kaliningrad Area is close to European countries, it will be possible for the students to do internships abroad. Though the school is just a link in the chain which is supposed to be built. The school is followed by the higher educational institution and it stands to reason that colledge alumni should be able to get jobs in innovative technologies organizations.

 

 

Everything has turned out well

Though scientific perspective isn’t the only thing that brings specialists here. Scientists are human beings and they need somewhere to live and provide for their families.

 

“Favorable conditions have been created for us here”, says Gennady Erokhin, “Immanuel Kant Baltic Federal University has allocated and equipped the premises for Research Institute of Applied Informatics and Mathematical Geophysics. Special software for solving difficult geophysical problems has been purchased at the expense of the Programme of Development. Official housing has been allocated for all the invited specialists. Most of us, like myself, live in the house at Alleya Smelykh. It is social housing – similar to housing that is allocated for, for example, Russian officers. I am satisfied. My wife, daughter and I live in a flat of three rooms. Our son is coming to us soon. So, everything has turned out well.

 

 

 

[18.06.2012] News of “RI AI & MG” Education and Science Minister of the Russian Federation has visited the Institute

 

Education and Science Minister of the Russian Federation Dmitry Livanov has come for a one-day visit on June 16, 2012. During the stay in Kaliningrad, the Minister visited Immanuel Kant Baltic Federal University where he had a meeting with the university’s employees. Before the meeting, the Minister examined the information on the activities of Research Institute of Applied Informatics and Mathematical Geophysics. The Director of the Institute Gennady N. Erokhin told the Minister about the key areas of the Institute’s activities and the latest scientific achievements of the Institute’s employees in the areas of Mathematical Geophysics and Earth remote sensing from Space.

 

 

  

 

 

 

[06.09.2012] Performance of the Second Working Step of the Research and Development Work

The second working step of the research and development work «Creation of the software and technical tools complex for microseismic monitoring of continental and offshore hydrocarbon fields development on the basis of areal data collection system and supercomputer methods of information processing». The project is being carried out on the priority issue «Strategic computer technologies and software» under the government contract № 07.524.11.4009 of October 20, 2011 during 2011-2013.

 

The work is aimed at developing of the software and technical tools complex in order to provide optimal and monitorable development of continental and offshore hydrocarbon fields using the methods of fields microseismic monitoring, supercomputer signal processing and mathematical methods of  seismic amplitude inversion. The outputs of the developed engineering design which have been obtained according to the schedule of the government contract are as follows:

 

  1. Information base of the complex has been developed.
  2. Software engineering design for the software and technical tools complex for microseismic monitoring of continental and offshore hydrocarbon fields development on the basis of areal data collection system and supercomputer methods of information processing has been elaborated.
  3. Algorithms, structures of the software of subsystems of the software and technical tools complex for microseismic monitoring of continental and offshore hydrocarbon fields development on the basis of areal data collection system and supercomputer methods of information processing have been worked out.
  4. The structure of input and output and the final configuration of the technical tools have been defined.

 

An application on the performed work to the Federal institute of industrial property for microseismic monitoring of continental and offshore hydrocarbon fields development database registration has been completed.

The project’s head organization is Research Institute of Applied Informatics and Mathematical Geophysics of Immanuel Kant Baltic Federal University, associate contractors are

LLC «Antel neft», LLC «Seismo-Shelf», Design Technological Institute of Digital Techniques, Siberian Branch of the Russian Academy of Sciences (DTIDT SB RAS), LLC «Technologies of Inverse Problems».

 

The three-year total federal financing is 140 million Rubles. Having been made available to the Russian Federal Agency for Science and Innovations, the second working step progress report has been approved.

 

 

A Research Work Has Been Accomplished

A project «Development of program methodical complex for high-accuracy estimation of offsets of man-made objects on the basis of the method of satellite radar data interferometric processing». The project is being carried out on the priority issue «Space and telecommunications» under the government contract № 07.514.12.4027 of October 17, 2011.

 

The developed method of high-accuracy estimation of offsets of man-made objects makes it possible to obtain offset values of a denser network of stable reflecting objects than the standard method of interferometry of stable reflectors do by using Earth surface micro-terrain elements. This feature allows one to apply the technique in large natural landscapes. Experimental sample of the program methodical complex of high-accuracy estimation of offsets of man-made objects offers the possibility of prompt processing of vast volumes of benchmark radar data due to distributed computing. The program for results presentation is an effective tool for the analysis of the results of high-accuracy estimation of offsets of man-made objects and Earth surface micro-terrain elements.

 

The developed program methodical complex includes a new technique of processing of obtained velocities of offsets and time series of offsets of stable reflecting objects which makes it possible to select groups of unidirectionally moving stable reflecting objects indicating deformations of the regions. The technique allows to use data of more radar satellites received during more satellite’s recirculations of the orbit.

 

The method of high-accuracy estimation of offsets of man-made objects allows one to reach sub-centimeter accuracy of definition of stable reflecting objects offsets which is in line with the global scientific-technical level. The experimental sample of the program complex is more efficient than the existing commercial software packages due to the advantages of high-performance computer systems.

 

A patent application on the performed work to the Federal institute of industrial property has been completed; the computer program has been registered.

 

The two-year total federal financing is 11,7 million Rubles. Having been made available to the Russian Federal Agency for Science and Innovations, the final report has been approved.
