The Academic Council Regulations of Research Institute of Applied Informatics and Mathematical Geophysics of Immanuel Kant Baltic Federal University Federal State Autonomous Higher Professional Education Institution
1. The Academic Council is one of the operating controls of Research Institute of Applied Informatics and Mathematical Geophysics (hereinafter referred to as the Institute) of Immanuel Kant Baltic Federal University (hereinafter referred to as the University).
2. The Academic Council consists of the Institute Director (ex officio) who is the Chairman of the Academic Council, Pro-Rector for Research of the University, Deputy Directors of the Institute. A Deputy Director for Science is a Vice-Chairman of the Academic Council. The Academic Council Scientific Secretary is appointed from among the Academic Council Members by order of the Director of the Institute.
3. The Academic Council of the Institute:
3.1. Coordinates the activity of the Scientific Divisions of the Institute, discusses the results of work on primary directions and perspectives of the Institute’s development.
3.2. Develops and introduces for Director’s approval annual plans for scientific and development works according to the key focus areas of the Institute, plans for the scientific staff training, international cooperation, meetings and conferences and other plans.
3.3. Discusses and approves annual reports of Chiefs of Scientific Divisions on the results of scientific and development work.
3.4. Holds discussion of actual problems of science development, listens to scientific reports, discusses problems of coordination of activities and collaboration with other scientific institutions.
3.5. Discusses problems of effectiveness of the Institute international cooperation, the course of research carried out together with foreign scientific institutions, as well as listens to reports of the Institute employees concerning academic trips abroad.
3.6. Discusses the problems concerned with scientific staff training and qualification improvement, systematically listens to the scientists’ reports on their scientific staff training, considers, approves and gives recommendations on the topics of Ph. D. theses of post-graduates and competitors.
3.7. Proposes outstanding scientific works, scientific discoveries and inventions for awarding their authors different prizes and other honors; proposes the scientists of the Institute for awarding them honorary degrees, nominates the candidates for Full Members and Corresponding Members of the Academy of Science.
3.8. Holds the competitive tenders for the selection of applicants to fill vacant seats of Scientific Subdivisions Chiefs, Chief Research Scientists, Leading Researches, Senior Researchers, Researchers, Junior Research Fellows before signing the labor contracts with them.
3.9. Puts forward ideas to the Director of the Institute on improvement the structure of the Institute.
3.10. Recommends the scientists of the Institute for academic titles of Professor and Associate Professor by Occupation in the established order.
3.11. Elects the Chief Editors of the editions established by the Institute and approves the staff of the Editorial Board.
3.12. Controls work of Personnel Review Boards of the Institute.
3.13. Considers other issues stipulated by the Academic Council of the Institute.
4. The Academic Council has the right to take decisions only if not less than two thirds of its members are present at the meeting. Decisions of the Academic Council are taken by simple majority of votes of the Academic Council attendees.
5. Decisions of the Academic Council are taken by open vote unless the Academic Council takes a decision to take a secret ballot.
6. All personal problems raised in the meetings of the Academic Council of the Institute are solved by secret ballot.
7. The solutions of the Academic Council come into force after the Director of the Institute has approved them.
8. The Academic Council of the University resolves disputes between the Director and the Academic Council of the Institute.
